The Ruth H. Young Center for Families and Children is committed to advocacy including the analysis of existing and proposed laws and policies, educating the public and policy makers, and advocating for better policies, programs, and their financial support.
Goals: - To play a central role, in collaboration with other community groups, in legislative and policy initiatives promoting safety, health, and well-being of children, families and communities.
- To provide advocacy training opportunities for students, interns, residents, and fellows in different disciplines.
Advocacy and Policy Activities: Faculty are appointed to the legislatively mandated State Council on Child Abuse and Neglect www.ocyf.state.md.us charged to study, advise, and improve the professional response to child abuse and neglect in Maryland and have served as Chair of the Council. Center staff conducted a presentation on Accountability in Child Welfare for the House of Delegates Appropriations Committee Workgroup on Child Welfare. Center staff met with representatives of the human resources subcommittee of the U.S. House Committee on Ways and Means to discuss programs and research aimed at improving child welfare. Center faculty and staff members are active in presenting testimony and position statements to federal, state, and local policy and legislative bodies. [See news story on testimony] Family Connections maintains membership on the Coalition to Protect Maryland's Children, Executive Roundtable, Citywide Education Committee, Education Advocacy Coalition, the DHR Kinship Care Multidisciplinary Committee and the Kinship Care Resource Center Advisory Board, and the Success by Six Southwest Consortium. Faculty provided consultation with the California Department of Social Services Stakeholders group on the redesign of child welfare services in the state of California. (2001-2002) top
