CWA Vision
The vision of the Academy is an educated and trained child welfare workforce that enhances safety, permanency, and well-being outcomes for Maryland’s children and their families.


CWA Goals
  • To train a workforce that is proficient in child welfare competencies that are comprehensive, outcome-based, current and pertinent to Maryland’s children and their families.
  • To prepare caregivers to effectively parent children served by Maryland’s Departments of Social Services.
  • To evaluate the effectiveness of the Academy’s education and training components through an ongoing collaborative planning and management process.

The Academy is a partnership between Maryland’s Department of Human Resources, Social Services Administration and the University of Maryland, School of Social Work

The Child Welfare Academy prepares child welfare professionals and resource parents to effectively provide services and care for children and families in the child welfare system through education and training, information and technical assistance.

The Child Welfare Academy (CWA) is committed to and values collaboration with our state partners, providers and stakeholders including resource parents and foster youth.  CWA regularly participates in committees including the Family Centered Practice Oversight Committee, Child and Family Advisory Committee, and workgroups such as Family Involvement Meeting Facilitators, Alternative Response Practice workgroups and learning collaboratives.   Our relationship with our partners is utilized to inform curriculum development and structured transfer of learning practicums to ensure that the training meets the needs of resource parents and child welfare professionals.  

The Child Welfare Academy is proud to routinely partner with and include the voices of our resource and adoptive parents and youth directly through panels and videos.
