| ABSTRACT: The Ruth H. Young Center (RYC) for Families & Children within the University of Maryland School of Social Work will support the implementation and evaluation of Maryland KEEP, a foster parent training and support intervention for youth ages 5 to 12. KEEP is modeled after the evidence-based practice - Multidimensional Treatment Foster Care designed by Dr. Patricia Chamberlain at the Oregon Social Learning Center. KEEP involves the implementation of parent management training to improve foster parent skills that will eventually lead to a reduction of child behavioral and emotional problems and the timely achievement of permanency outcomes for children. The goal of KEEP is to enhance existing Department of Human Resources (DHR), Social Services Administration’s (SSA) Place Matters and 1,000 by 2010 initiatives to place children in the most appropriate placements by recruiting and retaining quality foster family homes for children in out-of-home care. KEEP will be implemented in two jurisdictions in Maryland by DHR/SSA in collaboration with the Maryland Foster Parent Association. The KEEP implementation team will be located within the RYC’s Child Welfare Academy and researchers in the RYC will use a quasi-experimental nonequivalent comparison group design will be to evaluate the implementation process and the effect of KEEP on key safety, permanency, and well-being outcomes for children and families.
